Rules of the road for motorcycle riders Published Aug. 6, 2014 By 21st Space Wing Safety Office PETERSON AIR FORCE BASE, Colo. -- Motorcycle riders, both military and civilian, must follow AFI 91-207 while riding a motorcycle. The Air Force motorcycle program has three major components: training, personal protective equipment, and the Motorcycle Unit Safety Tracking Tool. Motorcycle training is required for all military members who ride a motorcycle on and off base. There are three stages of training required: initial, intermediate and refresher. Initial training will be conducted prior to operation of a motorcycle. Intermediate training will be conducted ideally within 60 days but no later than one year after initial training. Refresher training will be completed at least every five years. Riders who need any of the above training are responsible for scheduling and paying for the training. Once training is completed, the member must complete a SF 1164 and will be reimbursed by the 21st Space Wing. Recent initiatives by the Air Force Safety Center have provided opportunities for training to be accomplished without any up front out of pocket expenses. Always contact your unit motorcycle safety representative or the 21st SW Safety Office to get the most current information on available courses and funding. Personal protective equipment is also required for military members who ride a motorcycle on and off base, in or out of uniform, on or off duty. Civilians are only required to wear AFI 91-207 mandated PPE when riding on base (unless operating off base in the performance of official duties). The 21st Security Forces Squadron enforces PPE requirements at the gate and on base. Required PPE consists of head, eye, foot and protective clothing. Head protection is a helmet that is DOT, UNECE, or Snell certified, that shall be worn and properly fastened under the chin. Eye protection includes goggles, wrap around glasses, or a full-face shield designed to meet or exceed ANSI/UNECE standard, which will be properly worn. A windshield does not constitute eye protection. Protective clothing consisting of a long sleeved shirt or jacket, long trousers and full-fingered gloves or mittens is required. Gloves and mittens will be leather or other abrasion-resistant material. Foot protection is defined as sturdy over-the-ankle footwear that affords protection for feet and ankles. To track this, safety offices use the Motorcycle Unit Safety Tracking Tool, a management tool for tracking unit motorcycle riders and their training. MUSTT will fulfill the commander's requirements outlined in AFI 91-207 (tracking riders, reporting demographics, conducting initial briefing and ensuring annual/preseason briefings are accomplished). Features include the tracking of unit riders, their motorcycles, training and required briefings. Air Force military members who ride a motorcycle are mandated to use the MUSTT system. The MUSTT program is optional for civilian riders. MUSTT requires individual riders to upload personal information and maintain and update the information. Motorcycle safety representatives and wing safety will provide oversight to help ensure compliance throughout the base. Air Force instructions and programs are established to provide the necessary tools to help ensure safe motorcycle operations.
