BUCKLEY SPACE FORCE BASE, Colo. -- Buckley Space Force Base leadership joined Gov. Jared Polis as he signed SB25-073 into law on Thursday, April 17. The bill aims to streamline educational transitions for military-connected children with disabilities.
The new legislation clarifies that the child of an inbound active-duty military member who has an existing individualized education program or section 504 plan is eligible for guaranteed open enrollment.
“The passage and signing of SB25-073 is a significant step in supporting the educational needs of military-connected children with disabilities in Colorado,” said Col. Heidi Dexter, Space Base Delta 2 commander. “The law will ease the transition process for these students and their families, ensuring they have access to necessary resources and a consistent learning environment.”
SB25-073 mandates that local education providers actively inform military families about their rights and available special education services. This proactive approach will prevent exclusion and ensure families have the necessary information to advocate for their children's educational needs.
The new law also requires receiving schools, including district charter schools and institute charter schools, to promptly provide services and accommodations outlined in the student's individualized education program or section 504 plan. This will minimize disruptions and ensure a seamless continuation of support for these students as they relocate with their families.

Proponents of the bill emphasized the importance of providing stability and consistency for military children, especially those with unique learning needs.
