Raymond Ireland 21st Civil Engineer Squadron Customer Service PETERSON AIR FORCE BASE, Colo. -- In today's Air Force, the operational tempo is fast, demanding, and unrelenting. The mission tempo of the 21st Civil Engineer Squadron is no different. With 203 facilities on Peterson, maintenance and construction is a daunting task. To help facilitate customer work requests, 21st CES has developed the Top 21 Program. The Top 21 Program allows wing agencies to prioritize work orders that are the most mission critical. Each group has a group work order monitor to prioritize work requests. The Top 21 consists of "rounds" that contain 21 work orders each. Every group is allotted a certain number of requests based on a three-year study of base needs. The goal of the Top 21 is to ensure the 21st CES is working on valid work requests. The 21st CES may receive hundreds of work requests every day, but only a small number are eligible for the Top 21 Program. Most requests are for jobs that require little planning and can be completed in a short amount of time. These jobs are considered direct scheduled work and are automatically slated for work by the 21st CES Customer Service section. On the other end of the spectrum are large projects that require planning, design and construction by an outside contractor. These projects are considered major construction, are usually very expensive and can take months to complete, In general, work requests that fall between direct scheduled work and major construction are eligible for the Top 21. To be successful, the Top 21 Program needs full participation. This program ensures work requests are prioritized so funds and manning are optimized to the fullest extent possible.
