Recognized as a software expert, Mr. James Klein single-handledly moved communication demarc closed to DISA, eliminating two redundant communications layers, saving $250,000. His knowledge and efforts have directly resulted in the highest performance and accuracy rate of a Global Positioning System in the programs more than 20 year history.
