Mark Backlin (right), 4th Manpower Requirements Squadron manpower engineer, is awarded the “Atahualpa Merit” in the category of Knight by Ecuadorian Gen. Alonso Espinosa, Ecuador’s vice chief of staff, March 23 for his humanitarian work with the Judith Lombeida Medical Foundation.
